ESSAY ON THE VALUE-IDEOLOGICAL ASPECT OF STRATEGIC FOREIGN POLICY PLANNING (Russo-Ukrainian War case)

The article highlights the problem of defining values from a geopolitical perspective. Geopolitical strategic planning, like the soft power of the state, is based on the value system that was the object of this analysis. The desire for self-identification of the Ukrainian people, together with the technologies of manipulation of the masses, implemented two powerful revolutions in Ukraine (the Orange Revolution and the Revolution of Dignity). Deep historical and value contradictions between the two nations (Ukraine and Russia) led to the war, and the next steps in the development of the global security system call for new unions and alliances, which should be built on common values or at least take into account the values of others (the theory of constructivism). Huntington formed options for the future geopolitical situation of Ukraine (a realistic theory of international relations), but did not take into account the historical composite value component of the two countries.

The value-based background of the current war is dynamic systems and uncertain conditions, total misinformation and Russian myths, and on their basis the struggle between autocracies and democracies. The system of values can become the basis of the mission and strategy of the state, where values guide the behavior of members of society, the decision-making process, and the choice of strategies, and can serve as a powerful tool for transformation in various spheres of the economy, motivation for work or even struggle.
