Humanitarian diplomacy acts as a key aspect of international cooperation, a prerequisite for humanitarian actions. Humanitarian diplomacy is considered in the context of the primacy of human rights and going beyond the traditional legal personality of states. It is characterized by a return to the philosophy of morality and value orientations, placing man and humanitarian principles at the center of its strategic goal. It is because of this connotation that humanitarian diplomacy acts as a tool for implementing the "soft power" of the state and plays a key role in establishing a positive image of the country.
Humanitarian diplomacy, on the one hand, allows the state to promote its interests abroad as much as possible, expanding communicative and political opportunities for influence.  On the other hand, humanitarian diplomacy serves as an effective means of global dialogue, based on the principles of human rights, international humanitarian law, tolerance, and world culture, which is necessary for the realization of the goals of sustainable development, responsible global governance and future coexistence.

The study is dedicated to the in-depth study of the dependence of the amount of humanitarian aid on national interests, the image and reputation of the EU countries in one or another country, using the example of the EU countries' humanitarian policy towards Ukraine and Palestine.
