World Congress Accommodations
The 23rd World Congress of Political Science will be held at the Palais des congrès, one of North America’s leading convention and exhibition centres. Its central location, a stone’s throw from downtown Montréal and such historic and cultural hubs as Old Montréal, Chinatown and the arts and entertainment district, make the Palais the perfect venue for a major event. The Palais is also about 30 minutes from the Montréal-Pierre Elliot Trudeau International Airport. The building houses restaurants so that delegates can purchase snacks, coffee, soft drinks and meals, and some of Montréal’s finest tables are conveniently located nearby.
Preferential rates have been negotiated for participants in the 23rd World Congress of Political Science, with a variety of room rates for all budgets. The hotels are all located in downtown Montreal, a 10-minute walk from the Palais des congrès, and some enjoy a direct link via the Underground Pedestrian Network. They are also in close proximity to the city’s many restaurants, museums, local attractions and bustling nightlife. Please note that IPSA will not be responsible for any cancellation fees. 1) The crisis in Ukraine and the “referendum” on the future of Crimea have fuelled international debate on the implications of Russia’s behaviour for the East-West relations, with leading media like The Guardian, The Telegraph and the BBC publishing special sections and providing up-to-the-minute updates. 2) The European Social Survey relaunches its activities. The call for proposals from multinational teams to design the questionnaire module for Round 8 of the ESS (slated for September 2016) is now open. 3) Sponsored and funded by the U.S. Department of Labor’s Bureau of Labor Statistics (BLS), the National Longitudinal Survey of Youth (NLSY97) is the youth-focused component of the National Longitudinal Surveys (NLS) Program – a set of surveys used to gather information on the labour-market experiences of American men and women. The results of Round 16 of the survey were recently published on the National Opinion Research Center (NORC) website, hosted by the University of Chicago platform. The National University of Singapore’s Department of Political Science is proud to present its 3rd Annual IPSA-NUS Summer School for Social Science Research Methods, which runs from June 30 to July 11, 2014. The Methods School is organized in cooperation with the International Political Science Association. IPSA’s mission is to promote empirical research in political science and related disciplines around the world, and the IPSA-NUS Methods School forms the Asia-Pacific hub in a global network of methods programs, with other summer schools hosted at the University of São Paulo, the University of Stellenbosch and the Middle East Technical University.
The IPSA-NUS Methods School offers rigorous training with outstanding and highly experienced international faculty in a wide range of social science research methods. Students, post-doctoral fellows, junior faculty, civil servants, professionals and anyone with an interest in research methods can choose between 12 different quantitative, qualitative and formal methods courses as well as benefit from intensive, hands-on coursework over a two-week period.
In addition to regular class meetings, lab sessions and exercises, the Methods School organizes the IPSA-NUS International Speakers Series and offers various information sessions on such topics as academic writing and publishing. It fosters a unique and supportive social environment meant to facilitate networking and encourage the exchange of ideas on the theory and practice of social science research.
For 2014, a number of new, basic and advanced courses have been added to the existing Methods School curriculum. Overall, the Methods School offers 12 courses in quantitative, qualitative and formal methods. All courses are given by outstanding and highly experienced international faculty, with a focus on the theory and practice of social science research and high-quality training in diverse, state-of-the-art methods and techniques.
Join us for two weeks of rigorous training in social science research methods, and take advantage of truly global networking opportunities. 2014 São Paulo IPSA-USP Summer School on Methods and Concepts in Political Science and International Relations
The 5th session of the IPSA-USP Summer School on Methods and Concepts in Political Science and International Relations was held at the University of São Paulo from January 27 to February 14, 2014. A cooperative partnership between the International Political Science Association (IPSA) and the University of São Paulo’s Department of Political Science and Institute of International Relations, the School welcomed 153 students from 62 institutions in 17 countries, with women accounting for 50% of the student body.
Courses were offered in a variety of quantitative and qualitative fields:

Risks of flawed or failing elections
In many countries, such as Cambodia and Thailand, polling day ends with disputes about ballot-box fraud, corruption, and inaccurate registers. Which claims are legitimate? And which are false complaints from sore losers?
New evidence gathered by the Electoral Integrity Project has just been released in an annual report which compares the risks of flawed and failed elections, and how far countries around the world meet international standards.
The report evaluates all national parliamentary and presidential contests occurring in 66 countries worldwide holding 73 election from 1 July 2012 to 31 December 2013. Data is derived from a global survey of 855 election experts. Immediately after each contest, the survey asks domestic and international experts to monitor its quality based on 49 indicators. These responses are then clustered into eleven stages occurring during the electoral cycle and summed to construct an overall 100-point expert Perception of Electoral Integrity (PEI) index and ranking.
Several major new findings emerge from the EIP report.
- Headlines often focus on problems on polling day. Yet lack of a level playing field in political finance and campaign media was seen by experts as the most serious risk to integrity worldwide.
- Overall, not surprisingly, electoral integrity is strengthened by democracy and development. Yet electoral integrity was strong in several newer democracies including the Republic of Korea, the Czech Republic, Slovenia, Lithuania, Argentina, and Mongolia.
- Most strikingly, according to the PEI index, the United States ranked 26th out of 73 elections under comparison worldwide, the lowest score among Western nations.
- Worldwide, elections which failed to meet international standards were often found in South East Asia, Central Eurasia, and Sub-Saharan Africa.
Subsequent annual reports will cover national elections every year, to broaden the comparison worldwide. The annual report and an executive summary can be downloaded from the project website. The data-sets at country, election and expert levels are freely available for use and secondary analysis via the project's Dataverse.

Several new visiting fellows join the project as we kick-off the 1st semester 2014 at the University of Sydney. The International Social Science Council is proud to announce the launch of the World Social Science Blog. The blog It is open to anyone to contribute – our partners and members all over the world, researchers, policymakers, funders, students, think tanks, government agencies – anyone interested in how the social sciences and other disciplines can contribute to social transformation and change for the better.
The ISSC aims to encourage debate and share opinions, best practice and innovative ideas related to social science. The blog will also be a good place to share news and events and recent publications.
ISSC being a close partner of IPSA, we strongly encourage our members to contribute to the blog.

In Memoriam - Fyodor Burlatsky (1927-2014)
We are saddened to announce the passing of beloved friend, colleague and scholar, Professor Fyodor Burlatsky.
Fyodor Mikhailovich Burlatsky (January 4, 1927, Kiev – February 26, 2014, Moscow) was a prominent political scientist who was instrumental in consolidating political science in the Soviet Union and post-Soviet Russia.
He graduated from Tashkent Law Institute in 1947 and went on to complete his post-graduate studies at the Russian Academy of Sciences’ Institute of State and Law, obtaining his PhD in Law in 1951.
As a young scholar, Mr. Burlatsky worked at the Academy of Sciences and the journal Kommunist.
In 1960, he joined the CPSU Central Committee as a research adviser, and before long he became a speechwriter for Khrushchev. He was among the authors of a new party program, and he drafted the “Moral Code of Communism-Builders.” By then, he was a leading member of a group of reformers during a period of liberalization known as “The Thaw.” Burlatsky was instrumental in promoting ideas of peaceful coexistence, socialist democracy and the “all-peoples state” as a substitute for the “dictatorship of the proletariat.” He obtained his Habilitation for a dissertation on the concept of the “all-people state.” His impressions of the period were described in Khrushchev and the First Russian Thaw: As Witnessed by an Advisor, published in the United States, Britain, Germany and other countries.
In the early 1960s, Mr. Burlatsky joined a team of young intellectuals that included Georgy Shachnazatov, Vladimir Tumanov and others working to consolidate the Soviet Political Science Association. In 1964, he published an article in Pravda calling for the development of political science as a distinct research field and an academic discipline in its own right.
Soon after Khrushchev’s demise, Fyodor Burlatsky lost his nomenklatura position as punishment for his and co-author Len Karpinsky’s criticism of censorship in the Komsomolskaia Pravda newspaper.
In 1967, Burlatsky returned to the Russian Academy of Sciences. His academic career was marked by ups and down. As deputy-director of the Institute of Sociological Field Studies from 1969 to 1972, he promoted the development of political sociology but was eventually ousted when the institute took a turn deemed “too liberal.”
Burlatsky played an active part in the Soviet Political Science Association as its long-time vice-president, and he was a close ally of Georgy Shachnazarov. Burlatsky also played an important role in organizing the World Political Science Congress in Moscow in 1979.
Burlatsky also became involved in Perestroika. During the Gorbachev era, he was elected Deputy of the Supreme Soviet of the Soviet Union. He also chaired the Committee for Academic and Humanitarian Cooperation and served as editor-in-chief of the weekly Literaturnaya Gazeta.
Even as an older gentleman, Fyodor Burlatsky continued to chair a coordinating committee on political research at the Russian Academy of Sciences, and he maintained close ties with the Russian Political Science Association.
In Memoriam - Stuart Hall (1932-2014)
L'AISP (IPSA) se joint à l'Association française de science politique (AFSP) pour rendre hommage à Stuart HALL décédé le 10 février dernier en publiant ce texte inédit d'Erik Neveu (Sciences Po Rennes), co-auteur d'un ouvrage classique de présentation d'Introduction au Cultural Studies (La découverte, 2008).
Le nom, l’œuvre de Stuart HALL sont longtemps restés sans grand écho dans les sciences sociales françaises, et singulièrement en science politique. Pareille phrase pourrait d’ailleurs ouvrir bien des nécrologies d’éminents universitaires et intellectuels étrangers tant une des plaies de l’édition française tient dans un quasi-art de combiner retards à traduire, non-traductions de grands textes et promptes traductions d’œuvres inutiles.
Hall fut – avec Hoggart, Thompson et Williams – l’un des quatre initiateurs des cultural studies britanniques. Définir ce courant d’études est devenu périlleux. Il tend aujourd’hui à revendiquer d’éclairer un nombre sans cesse en extension d’objets. Ayant acquis un mélange instable de quartiers de légitimité scientifique et d’avant-gardisme idéologique, il fait l’objet d’entreprises de captation et de redéfinition. Suggérons minimalement qu’il s’agit d’un ensemble de travaux, cherchant à combiner des ressources méthodologiques et théoriques venues des études littéraires, de la sociologie et de l’histoire qui ont entrepris de contester la vision légitimiste d’une culture réduite aux œuvres présentes dans les musées et manuels de littérature, de valoriser une définition plus anthropologique. Ce sont donc les styles de vie, et d’abord des classes et jeunesses populaires, le rock et le jazz, les romans d’amour d’Harlequin, le flux télévisuel, le prêt-à-porter, les fast-foods, la publicité qui ont fait l’objet de l’attention des cultural studies. Au-delà d’objets, c’est une posture épistémologique qui a fait le meilleur de ce courant : souci d’un regard ethnographique, à hauteur des pratiques, bienveillant, mais défiant face aux complaisances populistes et aux célébrations niaises. Approche de la culture ordinaire, mais approche en quelque sorte dédoublée. Elle visait à la fois à faire sens des cohérences dans la « culture du pauvre » pour reprendre un titre francisé de Richard Hoggart, et plus encore à penser ces pratiques et ressources culturelles dans une perspective politique, ce que Jean-Claude Passeron nomme « culturologie externe ». En quoi des savoir-faire, des dispositions, des consommations culturelles peuvent –elles contribuer à conforter l’ordre social ou, au contraire, à mettre les cailloux de la résistance dans les engrenages des modes de domination ?
