In Memoriam: Mattei Dogan, 1920-2010
Mattei Dogan, founder of the Research Committee on Political Elites (RC-2) and numerous other social science bodies, passed away in Paris on 10 October 2010. The many scholars and friends whose lives and careers Mattei affected mourn his passing and remember him with affection and respect.
Born in Romania, Mattei made his way to Paris at an early age to earn a B.A. from Sciences Po, as well as M.A. degrees in History and Philosophy from the Sorbonne during the late 1940s and early 1950s. The Sorbonne later designated Mattei Docteur ès lettres in Sociology. In 1953 Mattei began an affiliation with the Centre National de la Recherche Scientifique (C.N.R.S.) that he maintained for the rest of his life. He was a visiting scholar and teacher of political sociology and comparative politics at a bevy of leading American, European, and Japanese universities, most notably the University of California Los Angeles between 1973-1991. In 2001 Mattei created and endowed the Foundation Mattei Dogan, which is now a major force in international social science.
IPSA Reaches New Agreement to Stay at Concordia University
On October 6, 2010, Concordia University and IPSA renewed their agreement, which will see their partnership extended for another five years (2011-2015, inclusively). Leonardo Morlino, President of IPSA, and Judith Woodsworth, President of Concordia University, signed the agreement in the presence of Louise Dandurand (Vice-President, Concordia University), Guy Lachapelle (Secretary General, IPSA), Peter Stoett (Chair, Political Science, Concordia University) and Andrea Cestaro (Administrator, IPSA).
The IPSA Secretariat has been based in Montreal since 2001. The association’s love affair with the city began in 2000, however, on the heels of IPSA’s hugely successful 18th World Congress of Political Science in Québec City. Among its organizers was Guy Lachapelle, who was appointed Secretary General of the association in the same year. Since it was customary for the Secretariat to follow the Secretary General to his or her country of residence, the IPSA Secretariat officially moved from Dublin, Ireland to Montreal in January 2001. In October 2005, the IPSA Executive Committee, with the support of Montreal International and Concordia University, elected to keep its Secretariat in Montreal on a more permanent basis. Giving the Secretariat a permanent home in Montreal has been a boon to the IPSA’s development by providing the stability needed to diversify and step up its activities. The association owes a debt of gratitude to Concordia University for its unwavering support, and it looks forward to a long and productive relationship.
On the occasion of his visit to Montreal, Prof. Morlino also took the opportunity to give a public lecture at Concordia University’s Political Science Department on October 7. Based on his latest book (International Actors, Democratization and the Rule of Law: Anchoring Democracy? London, Routledge 2008) as well as research, the lecture sparked a great of interest and a lively discussion with the participants.
Sao Paulo 2011: Registration Fees Increase as of November 15

The joint IPSA-ECPR conference takes place from February 16 to 19, 2011 at the University of Sao Paulo, Brazil. This event is hosted by the Brazilian Political Science Association.
IPSA at the APSA Annual Meeting in Washington, DC
For a third consecutive year, IPSA manned a booth at the American Political Science Association’s Annual Meeting. This year’s event was held in Washington, DC. From the well-positioned table, administrator Andrea Cestaro and Events & World Congress Coordinator Isabel Brinck extolled the benefits of IPSA membership and participation in research committees, as well as provided details on upcoming conferences. Membership brochures, Madrid 2012 flyers, and 60th Anniversary pins were handed out, as were popular copies of the International Political Science Review and Abstracts. Even the display copies of the History of IPSA and the Constitution were gone by the end of the exhibit! A popular new item at the booth this year was a newsletter promoting the upcoming activities of research committees and national associations. For a bilingual copy of the Madrid 2012 “Save the Date” flyer that was available at the stand, go to www.ipsa.org . Members are encouraged to download a copy and forward it to friends and colleagues.
Of course, those already familiar with IPSA are always welcome to stop by and say hello. This year, we greeted members past and present Richard Niemi, Joyce Gelb, Luciano Bardi, Martin Bull, Jane Bayes and Cynthia Massie Mara, not to mention the program chair of the next world congress, Wyn Grant. For those who meant to come but never made it, your next opportunity will be at the International Studies Association meeting in Montreal from March 16 to 19, 2011. Look for the IPSA banners!
A highlight of this year’s APSA Annual Meeting was greeting Nobel Laureate Elinor Ostrom, seen here with Andrea Cestaro. Ostrom will serve as a plenary speaker at the 2012 IPSA World Congress of Political Science, to be held in Madrid.
Bolivian Political Science Association – Call for institutions interested in establishing a working partnership
Bolivia, the “Process of Change” and the Impact of the Indigenous World on the State
Since 2006, Bolivia has undergone a process of change led by the government of Evo Morales, the first indigenous president in the history of the republic. This process has had a profound and unavoidable influence throughout the Andean region – particularly in southern Peru, within the indigenous organizations of Chile and Ecuador, and in popular sectors in Paraguay.
In theory, indigenous groups are supposed to be included in this ongoing political process, thus ending decades of social discrimination for this important segment of the Bolivian population.
The new State Constitution approved in January 2009 recognizes a wide range of rights for the indigenous population and ensures their appointment, via ethnic quotas, to the highest positions in state executive, judicial and electoral bodies.
The process of change has also generated social and political polarization, however, in a country where the majority identify themselves essentially as mestizo. Positions for and against the process have become increasingly radicalized, with little in the way of a “middle ground.” In this sense, it is extremely difficult, from the inside, to assess the almost five years of government under Morales and the “Movimiento al Socialismo.” An objective external assessment is required to gauge the impact of the following critical issues:
a) The human rights situation and political guarantees offered within the process of change initiated by the government of Evo Morales.
b) b) The influence of indigenous identity in the promotion of democratic justice, as well as inclusion in the process of change carried out by Evo Morales.
c) The Bolivian Political Science Association casts an open invitation to research institutes and foundations from Latin America, North America and Europe to submit expressions of interest in working jointly with the association on the issues mentioned above.
d) Interested parties are asked to forward their proposals to the following email addresses by November 30, 2010.
The ABCP will send the corresponding terms of reference to all organizations interested in carrying out joint research on the issued cited above.
La justice française déboute la fondation Sasakawa
L’Association Française de Science Politique se réjouit de la décision judiciaire attestant de la bonne foi de notre collègue Karoline Postel-Vinay et mettant fin à une procédure lourde de menace pour la liberté des recherches universitaires et scientifiques.

La Fondation franco-japonaise, dite Sasakawa (FFJDS), a été déboutée de son action en diffamation contre la directrice de recherche à Sciences-Po Karoline Postel-Vinay. Le verdict, rendu, mercredi 22 septembre, par la 17 chambre civile du tribunal de grande instance de Paris, met fin à une affaire commencée avec une pétition relayée fin 2008 par la chercheuse.
Dans ce texte, la cinquantaine de signataires, spécialistes d'Asie orientale, jugeaient "regrettable" que le ministère des affaires étrangères s'associe à un colloque organisé pour le 150 anniversaire des relations franco-japonaises et parrainé par la FFJDS en raison du passé sulfureux de Ryoichi Sasakawa (1899-1995), créateur en 1962 de la Fondation Nippon, dont la FFJDS est une émanation. Le Quai d'Orsay et plusieurs japonisants de renom se sont désolidarisés du colloque.
La pétition était accompagnée d'un mémorandum rappelant le passé de Ryoichi Sasakawa. Leader d'extrême droite dès les années 1930, admirateur de Benito Mussolini, il participe aux exactions du Japon impérial en Chine. Arrêté en 1945 sous l'accusation de crimes de guerre de classe A, les plus graves, il est libéré par l'occupant américain en décembre 1948, qui le considérait pourtant deux mois plus tôt comme "un des pires responsables du développement du totalitarisme et de la politique d'agression" du Japon. La menace communiste avait incité les Etats-Unis à relâcher plusieurs accusés des mêmes crimes, dont le rôle fut de reconstituer une droite puissante.
IPSA's Longest-Running Publication
Created in 1951, the INTERNATIONAL POLITICAL SCIENCE ABSTRACTS is among the most important sources of bibliographical information for researchers and students in political science and in related fields. Six issues annually provide about 8,000 abstracts of articles selected from among nearly 1,000 journals (and yearbooks) worldwide. Currently in its 60th year, the print edition has been published by SAGE London since 2007. Editor Paul Godt and co-editor Serge Hurtig invite IPSA members to subscribe at the special price of US$85 (contact membership@ipsa.org). Libraries and other institutions interested in the fully searchable online database are asked to contact EBSCO (database from Vol. 1, Issue 1) or Ovid (since 1989), each of which offers substantial discounts to developing countries.
