The impact of digital skills training courses on unemployed women: A field experiment in Catalonia

The technological revolution of recent decades, with increasing digitalization, automation, and the development of AI, has significantly impacted labor markets, with a growing demand for related new skills. In this context, basic digital skills are evolving into essential requirements that are demanded in jobs beyond the technology sector. This raises concerns about the ability of vulnerable groups, such as the unemployed, to adapt. Regarding women, one of the most vulnerable groups affected by the rapid digitalization of work and the economy after COVID-19, recent literature asserts that they face greater challenges in upskilling due to past gaps in ICT and STEM education. The most widespread policy response in Europe has been to promote the acquisition of digital skills through active labor market policies. In this context, digital skills training has emerged as a novel social investment paradigm for social inclusion. However, the effectiveness of short digital skills courses remains understudied. Given the importance of these policies in the coming years, this paper presents the research design of a field experiment on digital skills training in Catalonia. Using an encouragement design, the experiment assigns a monetary training incentive to participants in the treatment group to evaluate the impact of a digital training program for unemployed women from the Public Employment Service of Catalonia (SOC). The design will facilitate an assessment of self-selection dynamics in digital skills training, as well as its potential impact on labor market outcomes, psychological well-being, and socio-political integration.
