The spillover effects of centre-periphery dynamics on politically disenfranchised regions

In an era characterised by increasing demands for (de)centralisation, this paper explores why the salience of national and regional identities across culturally similar regions varies. We introduce an augmented model of centre-periphery dynamics, incorporating 'disenfranchised regions' - those excluded from the conflict and whose demands for (de)centralisation are not politically articulated. We argue that identities in these regions are significantly influenced by the state's response to demands from 'enfranchised regions' seeking special treatment. To test our argument, we conduct a survey experiment in Spain, with a special focus on the Andalusia region. Participants will be exposed to randomised video vignettes showing hypothetical negotiations between the Spanish government and Catalonia regarding Catalonia's autonomy. These vignettes vary in terms of the level of conflict or cooperation between Catalonia and the central government and the outcome of the negotiations. Our study aims to illuminate how regional identities beyond Catalonia are influenced by the State-Catalan conflict. Ultimately, our results pose crucial implications for the resolution of centre-periphery negotiations and the design of Federal institutions in Spain and beyond.
