IPSA's Statement on Academic Freedom in Hungary, regarding Central European University
The International Political Science Association (IPSA) is deeply concerned about the difficulties Central European University (CEU) has encountered in continuing its academic activity in Hungary, as a consequence of the failure of the Hungarian Government so far to sign the agreement that would allow the CEU to fulfill the requirements of the new regulation. As clearly expressed in IPSA's previous statement regarding the new Regulation on Hungarian Higher Education, the CEU is a highly respected institution that excels in many disciplines including Political Science. We feel that the considerable and unnecessary limitations of its teaching and research activities in Hungary would be a significant loss for the international political science community as well as for our Hungarian colleagues, and the Hungarian society at large.
Not signing the agreement that would allow CEU to go on with its academic activity cannot be justified by the lack of a similar activity of this institution abroad, given its programs in New York State (USA). We deem that the refusal of the Hungarian Government to sign the agreement displays a clear disregard of academic freedom and it aims to prevent the Central European University from continuing and developing its teaching and research activity. Silencing an institution committed to the teaching of political science and its various sub-disciplines according to international standards, on many occasions in cooperation with a large number of political scientists around the world, cannot be approved.
We strongly oppose the decision by the Hungarian Government to disallow the CEU to function as it did in the past, and we request it to reconsider its decisions in order to facilitate CEU’s fulfilment of the new legal requirements so as to allow this outstanding academic institution, and its excellent faculty and students to continue their academic work.
IPSA Secretariat Welcomes Carole Daigneault as Senior Director - World Congress and Events
The International Political Science Association is pleased to announce that Carole Daigneault has been appointed to the position of Senior Director - World Congress and Events. Joanne joined the IPSA team at the beginning of January 2019.
Carole Daigneault has extensive experience in conference coordination, event project management, and face-to-face meetings in CME (Continued Medical Education). She has organized over 100 meetings/events each year, including advisory board meetings, consultancy meetings, investigator meetings and preceptorships, to go along with international speaker tours, and local and international symposiums.
For the past fifteen years she has worked as a meeting and event planner in the pharmaceutical industry. In the last three years, she worked at Novartis Pharmaceuticals, a global pharmaceutical company based in Basel, Switzerland.
She will be responsible for planning and managing the upcoming IPSA World Congress of Political Science in Lisbon (Portugal) in July 2020. She will also lead the organizing committee for future IPSA events and World Congresses, and coordinate the related bidding processes.

Elif Naz Kayran is the Recipient of the 2018 Francesco Kjellberg Award
The IPSA Committee on Organization, Procedures, and Awards (COPA) is pleased to announce its selection of Elif Naz Kayran for the IPSA Francesco Kjellberg Award for Outstanding Papers Presented by New Scholars at the 2018 IPSA World Congress in Brisbane.
Elif Kayran’s paper, “Understanding Anti-Immigration Demands: Reconceptualising the Labour Market Competition Hypothesis and the Role of Institutions,” contributes to the ongoing comparative political economy debates on the political preferences of citizens navigating post-industrial labour markets during globalization.
The purpose of the Francesco Kjellberg Award is to encourage emerging scholars to present papers at the IPSA World Congress of Political Science. The selection was made through nominations by convenors and chairs at the 25th IPSA World Congress of Political Science (Brisbane, Australia). The recipient receives a US$1000 prize to support their travel costs to the 26th IPSA World Congress of Political Science (Lisbon, July 25 to 29, 2018), together with a complimentary two-year IPSA membership.

8th Annual IPSA-NUS Summer School for Social Science Research Methods (Singapore)
The 8th Annual IPSA-NUS Summer School for Social Science Research Methods will take place at the National University of Singapore on July 1-12, 2019.
The Methods School offers a wide variety of basic to advanced courses in quantitative, qualitative, and formal research methods. All courses focus on both the theory and practice of social science research. Participants receive excellent hands-on training in state-of-the-art methods and techniques from our highly experienced international faculty.

2019 IPSA-ABU Summer School for Social Science Research Methods (Antalya, Turkey)
IPSA and the Political Science and International Relations Department at Antalya Bilim University (ABU) are jointly organizing the IPSA – ABU Summer School for Social Science Research Methods in Antalya (Turkey), taking place from September 2-13 2019.
The School offers advanced training for graduate students and scholars aiming to strengthen their methodological skills. It gathers participants from all around the world with a particular focus on Africa, Europe, and Eurasia, as well as Turkey.
IPSA – ABU Summer School is a significant opportunity for expanding methodological knowledge, discussing research, and building future collaborations in the wonderful city of Antalya.

What’s New on the IPSAPortal?

- As The Guardian reports, a new wave of activism has emerged across the former Soviet Union over the last several months, often coordinated with important new media initiatives. For example, leading independent news outlet Takie Dela has experimented with interactive online film, and has combined in-depth journalism with fundraising intiatives for charities connected with topics it covers, collecting 250,000 online donations last year. Meanwhile, Team 29, a St. Petersburg-based group, brings together lawyers and journalists to defend freedom of the press. It produces animated digital handbooks, and provides quality reporting on court cases, new legislation, and human rights violations. These strategies garner Team 29 a youthful audience, with 75% of its users younger than 35. (Media Sources on the IPSAPortal)
- As the risk of cyberattacks has increased around the world, a new survey – International Public Brace for Cyberattacks on Elections, Infrastructure, National Security – shows that people in multiple countries believe that government data, public infrastructure, and elections will be targeted by future hacks. Across the 26 countries surveyed, less than half (47%) say their country is well prepared to handle a major cyberattack. Though partisanship and attitudes toward governing parties influence these views, majorities of respondents in some of the world’s largest economies, like Germany and Japan, think they are unprepared for cyberattacks. On balance, Europeans seem the most pessimistic about whether their countries can deal with a large-scale cyber attack. - According to estimates presented by the Center for Information & Research on Civic Learning and Engagement (Circle), youth political engagement in the 2018 midterm elections was among the highest in recent decades. Beyond the ballot box, a pre-election survey suggests that youth activism is on the rise, thanks to digital engagement. The research emphasizes that that youth who get election information are more likely to vote, and that social media platforms enable organizations to reach youth not engaged by candidates and campaigns. Social media alone does not create “civic attitudes” but helps to cement them. (Thematic Networks on the IPSAPortal)

Helen Milner Elected President of the International Studies Association (ISA)
We are pleased to share that Professor Helen Milner, former IPSA President (2012-2014), has been elected President of the International Studies Association (ISA). She will serve a one-year term from 2020 to 2021. On behalf of IPSA, and the global political science community, we congratulate Professor Milner on her new position.
“I am greatly honored to be elected president of the International Studies Association,” Professor Milner said. “ISA is a truly international and interdisciplinary organization, and this makes it very important. The study of global politics, economics, and society is ever more valuable these days. I hope that I can make a large positive contribution to ISA.”
In her Candidate Statement, Professor Milner explained that her “central interest has been in fostering the development of social science around the globe, but especially in the developing world, where democratization and globalization have touched many countries recently. Associations that can help scholars around the world to maintain academic freedom, enhance teaching, collect and analyze data, and facilitate publishing high quality research from all over the planet are critically important.”
To help promote these goals, Professor Milner has served in the past on the boards of several international organizations, including IPSA. She was the American Political Science Association (APSA) representative elected to the IPSA from 2006 to 2015, where she served as a member of the Executive Committee, Vice-President, then President and Past President. As a member of IPSA, she was also nominated to serve on the board of the Global Development Network (GDN) and has been part of its Executive Committee for close to six years (2013-19).
Professor Milner summarized her objectives as ISA President as follows: “I hope that as president I can help ISA advance its main missions of fostering greater knowledge about international, transnational, and global affairs, and promoting the exchange of diverse ideas and initiatives among all those involved in the teaching, research, and practice of International Studies.”
