Nobel Prize Recipient Elinor Ostrom to Present Plenary at World Congress in Madrid
IPSA is honoured to announce that Professor Elinor Ostrom, recipient of the 2009 Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel, will present a plenary titled “Future Research on Social-Ecological Systems” at the upcoming World Congress in Madrid. Elinor Ostrom is a Distinguished Professor, Arthur F. Bentley Professor of Political Science, and senior research director of the Workshop in Political Theory and Policy Analysis (Indiana University, Bloomington). She is also the founding director of the Center for the Study of Institutional Diversity at Arizona State University.

First IPSA-NUS Summer School for Research Methods in Social and Political Science (Singapore)
The International Political Science Association and the department of political science at the National University of Singapore are proud to announce the first IPSA-NUS Summer School for Research Methods in Social and Political Science.
The first event of its kind in Asia, the school runs from June 25 to July 6, 2012, at the National University of Singapore. It offers intensive training in advanced social science research methods, and all courses are given by outstanding faculty from the U.S. and Europe with relevant teaching experience.
While the summer school is geared primarily to graduate students, post-doctoral fellows and junior faculty working in the social sciences, anyone intent on improving their qualitative or quantitative research skills may enroll.

New RC50 Language and Politics Website
We invite you to visit the new RC50 Language and Politics website, designed to stimulate and promote reflection on languages and politics. This new initiative is intended to draw scholars, researchers and students from a broad spectrum of disciplines in political science, particularly those working in the area of language policies. By reporting on their work, we hope to foster dialogue and call attention to scientific issues and research results within and beyond the research community. We would like the RC50 website to become interactive, therefore, so that anyone from the media or related networks can provide comments and additional information. We encourage you to send us details concerning scientific meetings, research projects, publications and newspaper articles on issues of language and politics.

What’s new on the IPSAPortal?
News from the IPSAPortal:
1) The OCLC features four new collections from the CONTENTdm (digital collection management software). Now available through the OCLC website are the Galveston 1915 Hurricane Photographs, the Baton Rouge Digital Archive from the East Baton Rouge Paris Library, the World and Regional Maps Collection, 16th-19th c. and the Oregon Shakespeare Festival databanks. 2) The Citizen’s Media Law Project run by the Berkman Center for Internet and Society at Harvard University concluded its first year of activity. CMLP members present the achievements recorded by the project, as well as a guide for citizen media creators and a database of threats to online expression (Special Collections on the IPSAPortal)
3) WorldCat has announced that the 11,000 CIPE library records are now available through its catalogue thanks to a signed agreement between the OCLC, the Cipe consortium (Interinstitutional Consortium for Electronic Projects) and the Italian consortium, which includes 11 university libraries in Northern and Central Italy. 4) Deliberative-democracy.net recently announced the publication of Planning for Stronger Democracy: A Field Guide for Local Officials. The toolkit, processed by the National League of Cities, is designed to help city leaders promote local democracy by putting forward “key questions to ask about engaging the public” and developing “shared civic infrastructures.” (Thematic Networks on the IPSAPortal)
5) The most recent issue of Party Politics is now available online, with contributions on the radical right, on party, gender and the homogeneity of party families in Western Europe, on the selection of party leaders, media agenda-setting among parties, effects of partisan cues on attitudes among citizens, party systems in East and Southeast Asia, and the nomination process for the 2008 elections (Journal Feeds on the IPSAPortal).

IPSA's Longest-Running Publication
Created in 1951, the INTERNATIONAL POLITICAL SCIENCE ABSTRACTS is among the most important sources of bibliographical information for researchers and students in political science and in related fields. Six issues annually provide about 8,000 abstracts of articles selected from among nearly 1,000 journals and yearbooks worldwide. Now in its 60th year, the print edition has been published by SAGE London since 2007. Editor Paul Godt and co-editor Serge Hurtig invite IPSA members to subscribe at the special price of US$85 (contact membership@ipsa.org). Libraries and other institutions interested in the fully searchable online database are asked to contact EBSCO (database from Vol. 1, Issue 1) or Ovid (since 1989), each of which offers substantial discounts to developing countries.

Creation of the Guinean Political Science Association (Association Guinéenne des sciences politiques)
IPSA is pleased to announce the creation of the Guinean Political Science Association (Association Guinéenne des sciences politiques). This marks the first step toward the development of a national political science in the Republic of Guinea.
Mr. and Mrs. Salimatou Diallo of the Université René-Lévesque de Conakry were instrumental in creating the Association Guinéenne des sciences politiques (AGSP), with support from Guy Lachapelle and the IPSA Secretariat. Once it gains a solid footing, the AGSP, it is hoped, will join the extended family of IPSA members within a few years. The fledgling association recently elected Georges Bangoura to serve as its Secretary General. Mr. Bangoura has been given a mandate to ensure the development and growth of the AGSP. The Université René-Lévesque de Conakry also joined IPSA’s institutional membership roll.
As set out in its constitution, IPSA’s special mandate is to promote the development of political science in all parts of the world by building academic networks linking East and West, and North and South. To meet its objective of creating an inclusive global political science community, IPSA promotes collaboration between scholars in emerging and established democracies and supports the academic freedoms needed for the social sciences to flourish.
Statewatch Launches Online Historical Archive of EU Justice and Home Affairs Documents
Statewatch has launched a unique online archive of over 4,500 official documents – with this figure expected to rise to over 6,500 by the end of 2012 – charting the development of EU justice and home affairs policy over a period of three decades.
The documents span the period from 1976 to 2000, providing an historical record of EU police and security cooperation leading up to and including the Maastricht period of European integration. This collection is unique in that the EU’s own public document registers were launched after 2000 and include very little historical matter.
The archive includes the TREVI Group on “Terrorism, Radicalization and Extremist Violence” established by the governments of the then-six EEC member states in 1976, the period of “European Political Cooperation” during the 1980s, and the negotiations leading up to the Schengen and Maastricht Treaty frameworks, which set the parameters for justice and home affairs cooperation throughout the 1990s.
The fully-searchable archive includes a justice and home affairs inventory of adopted texts and legislation, policy proposals, working party documents, communications and action plans.

James W. McGuire Wins the 2011 ISSC XVIth Stein Rokkan Prize for Comparative Social Science Research
The International Social Science Council (ISSC), the University of Bergen and the European Consortium for Political Research (ECPR) are pleased to announce that James W. McGuire is the winner of the XVIth Stein Rokkan Prize for Comparative Social Science Research. He is the author of Wealth, Health, and Democracy in East Asia and Latin America (Cambridge: Cambridge University Press, 2010).

Stein Rokkan Prize for Comparative Social Science Research
The Stein Rokkan Prize for Comparative Social Science Research was first awarded in 1981 in honour of Norwegian political scientist and sociologist Stein Rokkan (1921-1979), who pioneered this type of research. A professor of comparative politics at the University of Bergen in Norway, Prof. Rokkan served as vice-president of the International Sociological Association from 1966 to 1970, president of the International Political Science Association from 1970 to 1973, president of the International Social Science Council from 1973 to 1977, and co-founder and chair of the European Consortium for Political Research from 1970 to 1976. The eponymous prize was created by the ISSC and Brazil’s Conjunto Universitario Candido Mendes, and until 2002 it was awarded jointly by both institutions. Candido Mendes served as president of the ISSC from 1981 to 1992.
The Stein Rokkan Prize recognizes substantive and original contributions in comparative social science research. Submissions may be in the form of an unpublished book-length manuscript, a printed book or collected works published no more than two years before the award year. Winners receive a diploma and a cash prize of US$4,000, and the prize is presented at the ISSC general assembly, where winners are usually asked to deliver a public lecture.
Thanks to the generous support of the University of Bergen, where Stein Rokkan was professor of comparative politics, the Stein Rokkan Prize of €5000 has been awarded on an annual basis since 2008.
